Bethlehem Geographically, the Village of Bethlehem is a relatively widespread neighborhood in the southeastern area of Wheeling. As a village, Bethlehem is governed by its own Council and Mayor and has its own volunteer fire department. It is mostly private residences, but there are a handful of businesses including restaurants, a bank, construction company, gas station, and a few churches. For entertainment and activities, there are several community parks and playgrounds, a salon, and other businesses. For commuting purposes and quick access to other parts of Wheeling and beyond, I-470 runs through the center of Bethlehem. Although it's considered by many as a 'neighborhood' of Wheeling, Bethlehem is actually a village. It has its own village government, with a mayor and village council.Bethlehem is eastern most section of Wheeling.
